Public and private administration

One of the fundamental questions raised is the similarities and differences between public and private administration.

Public administration has borrowed from a business in many important areas:
Organization theory, management techniques, budgeting and fiscal administration, and personal administration. Both public and private administrators have to deal with organizational structures, personnel, external and internal constituents, organizational goals and management. Still there is a fundamental difference between public and private administration. Examples of public Manger, EPA director and head of an executive department. The CEO of general motors, manger of sears, and president of American Airline are examples of the private administrators. However over the years , it is shown that public and private management have more similarities than differences .
The different between public and private are as follows:
1- primary purpose: the primary purpose of a private administrator is to make a profit for the organization He/She serves. But the primary purpose of a public administrator is not to make profit but to implement the policy set by the congress, state legislature or the city councils. The goal of public administrator is to implement the policy in an efficient and effective manner according to the wishes of the people expressed through their elected representatives.
2- Determination of goals: goals are determined in private sector by the board of directors. But the goals of the public administrators are set by the elected representatives of the people. The goals of the public administrators are set through a political process which relies in debate bargaining and compromises. In setting the goals of the organization, the public administrators have to worry about the political ramifications. On the other hand, private administrators have a significant leverage in setting the goals. The goals are set without much deliberation and debate in private sector. The goals are vague in public sector leading to difficulty in measuring the performance.
3- Competition: private administrators have to spend a great deal of time about their competitors because private administrators do not enjoy the monopoly in providing a service or producing a particular commodity. For Example:- The administrators of General motors have to face competition from Chrysler, ford and foreign manufactures. The private administrators realize that if they cannot compete with others, they will not be in the market for too long. On the other hand, the public administrators do not have to face this kind of competition that their private counterparts have to face.
4- Processes: the processes in the public sector are more open to scrutiny by the public. With the passage of the freedom information Act, more public processes came under the openness rule subject to media scrutiny. As a result, the public administrators have to be very careful in their decisions. Because they have to prepare for any political ramifications resulting out of their decisions. On the other hand, most of the processes and deliberations of the private administrators take place behind the doors. As a result, the private administrators have to worry less about political consequences of their decisions .
